Arriving in England from outside the UK

The latest UK Government guidance has implemented a traffic light system for travel to England. Depending on where you're travelling from, you may need to quarantine (self-isolate) in the place you’re staying or in a managed quarantine hotel for ten days, or take one or two Covid-19 tests after you arrive (which you will need to book before you travel).

Support with testing and quarantine costs

On Wednesday 4 August, the UK Government announced an increase in the cost of managed hotel quarantine for travellers arriving from red list countries. The new cost will apply to those arriving in England after 4am on Thursday 12 August. The University will continue to offer support with these quarantine costs.

If you’re a new or returning international student, we can support you with the cost of mandatory testing or quarantine required under government rules for entry into the UK.

For the academic year 2021/22, this would be a refund for either your managed quarantine accommodation or your Day 2 (and Day 8 if required) Covid-19 PCR tests after your arrival in the UK. We will cover this cost once during the academic year, when you travel to York for the first time. So for example, we would cover your costs if:

  • You are a new student travelling to York in September 2021.

  • You are a returning student coming back to York in October 2021 having visited your home country over the summer.

  • You are a returning student coming to York in November 2021 having studied online by agreement with your department.

We would not cover your costs if you are already in the UK at the start of the academic year 2021/22 but choose to travel home, for example during a vacation. If you’re not sure whether your costs would be covered, please email quarantine-cost-refunds@york.ac.uk with details as soon as possible.

The testing or quarantine package you will need to book is dependent on if you are coming from a 'Green', 'Amber' or 'Red' list country. Further details can be found on the Government web pages on the rules for entering England.

For the academic year 2021/22, the University will refund international students the cost of one of the following:

  • Day 2 (and Day 8 if required) Covid-19 PCR Tests (variable price, typically £210, 'Green' and 'Amber' arrivals only)
    You can now use a variety of providers for obtaining your Day 2 and Day 8 Tests and the cost is variable. We will only refund your Day 2 (and Day 8 if required) tests up to the value of £210, so please choose your provider carefully. If you choose tests that are more expensive, we will not refund the excess above £210. 'Amber' arrivals need to book both tests, to be taken on day 2 and 8 of their quarantine period, while 'Green' arrivals only need to book one test that is taken on or before day 2 of their arrival in the UK.

  • Managed quarantine hotel accommodation (£1,750, or £2,285 if arriving from 12 August, + any additional days, 'Red' arrivals only)
    Managed quarantine hotel accommodation is only required for students who travel from, or through, a country on the Government banned travel list ('red list').

    • For students over the age of 18, we will only refund the cost for the student, not for any partners, spouses or dependents. We will refund the cost of any additional days required if you test positive.

    • For students under the age of 18, UK government travel guidance requires that you travel with a parent or guardian and that they enter managed quarantine with you on arrival. We will refund the additional cost of one parent or guardian accompanying a student in managed quarantine (£650, or £1,430 if arriving from 12 August).

Terms and conditions

  • Refunds will be via electronic funds transfer only (not via cheque or cash).

  • It is strongly recommended where possible that students choose to refund to a UK bank account in order to receive the full value of the refund.

  • Refunds to international bank accounts are possible, but will be subject to currency exchange rates and any other charges levied by your financial institution for international payments. In addition, any payments that fail due to incorrect bank details entered by the student may be liable to further charges.

  • Refunds will not be processed for payment before the date of travel.

  • Refunds will be given for quarantine costs incurred in the past three months (taken from the date on the receipt) and no earlier than 9 December 2020.

  • We will aim to process your refund within 7-14 days. The time taken will vary depending upon in which country the nominated bank account is held.

Claim a refund for Academic Year 2021/22

Please follow the steps below if you are a new student and your course starts on or after 1 August 2021. If you are a returning student, please follow the steps below if your second or subsequent year of study begins on or after 1 August 2021.

Step 1 : Submit your bank details via the University 'Set up bank account details' page. If you have previously submitted your bank details via this form (eg for bursaries or a refund claim for the previous academic year), you do not need to do so again and may proceed straight to step 2. For international payments you may be asked to provide your home address and telephone number. Please ensure you provide your home (home country) address, not your UK address.

Step 2 : Complete and submit a refund request form. You will need to upload your receipt in pdf file format. If it is not already in a pdf file format, you can use this file convertor.

Claim a refund for Academic Year 2020/21

If you were a new student in the 2020/21 academic year, including students whose course started in January 2021, or returning students whose second or subsequent year of study started between September 2020 and July 2021, and you have an outstanding claim for any quarantine costs you have incurred, please follow the steps below.

Step 1 : Submit your bank details via the University 'Set up bank account details' page. If you have previously submitted your bank details via this form (eg for bursaries), you do not need to do so again and may proceed straight to step 2. For international payments you may be asked to provide your home address and telephone number. Please ensure you provide your home (home country) address, not your UK address.

Support with onward travel

All international students arriving in the UK from red list countries this Autumn Term are eligible for a free taxi collection service to take you from your hotel to your University or private accommodation once you end your government-managed hotel quarantine.
